A first-hand account of encountering the First Lady.

“I shook her hand.” I can’t recall the number of times I uttered or texted those words exactly a week ago today. “I…SHOOK…HER…HAND!”  ”I shook Michelle Obama’s hand.”  I am still elated. But that’s how the event ended.  Let’s start from the beginning.

I arrived early to ensure a good seat.  It was a closed affair, just for us—Corporation for National and Community Service (CNCS) employees, but that wasn’t going to guarantee prime seating, so I made my way to the venue, down 13th street as fast as my wedges would allow.

I was excited about the First Lady’s visit, but was a little anxious because I wasn’t as familiar with my camera as I would have liked. Buying a Nikon D-40 had been on my To-Do list for a while and news of the First Lady’s visit made it a-night-before-the-big-event purchase. Thus, I had less than 24 hours to learn to use it. Yikes!

Pres. Obama Calls for Swift Passage of the Serve America Act

Update, April 21, 2009: President Obama signs the Serve America Act into law. To take effect October 1, 2009.

In an address to a joint session Congress tonight, Feb. 24th, President Obama urged lawmakers to pass the picture-24Kennedy-Hatch Serve America Act which would expand funding for national service.

The Serve America Act, co-authored by Senator Kennedy (D-MA) and Senator Hatch (R-UT), was introduced in the Senate January 16 and would:

Organized by the National Peace Corps Association (the independent group of Peace Corps alumni), the Peace Corps community participated in the Inaugural Parade for President Barack Obama, eliciting a huge smile from “the Service President.”

Returned Volunteers, two currently serving Volunteers and current and former Peace Corps staff carried the flags of the 139 countries where Peace Corps Volunteers have served during the 48-year history of the agency. Many marchers are also wearing the national dress of those host countries.

Obama Video Contest for MLK Day

President-Elect Obama’s Renew America Together campaign partners with Youtube to invite you to create a three-minute video about how you plan to volunteer for MLK Day.

Here are the guidelines and instructions from the contest webpage:

The goal: For individuals and organizations to create a three-minute or less YouTube video designed to tell the story of what they plan to do on MLK Day. The videos could be dramatic, heartfelt, comical, or narrative — whatever best captures the spirit of the Renew America Together campaign.

All submissions should be posted to the Presidential Inaugural Committee YouTube channel no later than 11:59pm EST January 15th, 2009. Three winners will be selected. The winning videos will be posted on www.USAService.org, and the creator of the single best video will get a personal phone call from First Lady Michelle Obama.

Michelle: the Public Allies Connection

Liza Mundy has recently published her biography of the future first lady called Michelle: A Biography.

USA Today excerpted the book earlier this month. Below are some pieces of that excerpt, regarding both Obamas’s work with the national service corps Public Allies.

If Michelle was helpful to Barack, the converse was also true. In the early 1990s, Barack was on the founding board of Public Allies, a new nonprofit whose mission was to train young people to work in the nonprofit sector, with the hope of producing a fresh generation of public service leaders. The Chicago branch needed an executive director, and Obama suggested Michelle. In 1993, she was hired. Barack resigned from the board before she took over. …

According to Julian Posada, her deputy director at Public Allies, Michelle was as hardworking as her husband. Public Allies would soon become part of the Clinton administration’s AmeriCorps program, and she was determined that the Chicago branch would succeed and excel, which it did. Among other things, she was a zealous money raiser, and left the organization, three years after starting, with cash in the bank. “There was an intensity to her that — you know, this has got to work, this is a big vision, this isn’t easy,” recalls Posada. “Michelle’s intensity was like: we have to deliver.” He was impressed with her sleeves-up attitude. “I’m sure she came from a lot more infrastructure. There was no sense that this was a plush law firm, that’s all gone. It’s like, ‘Who’s going to lick envelopes today?’ Nothing was beneath her.”

One of the first orders of business was recruiting “allies,” young people who picture-17would spend ten months working in homeless shelters, city offices, public policy institutes, and other venues for public service. Allies were recruited from campuses and projects alike. Michelle knocked on doors in Cabrini Green, a notoriously rough public housing project, but also phoned friends to ask if they knew any public-spirited undergrads at Northwestern. “We would get kids from a very very lily-white campus to come sit down with inner-city kids, black, Hispanic, Asian,” says Posada. In addition to recruiting and managing allies, she had to raise funds from Chicago’s well-established foundations, competing with more established charities. As such, she had to be in touch with the old-money world of private philanthropy and the no money world of housing projects, moving easily between almost every world that existed in Chicago. …

Many allies found Michelle inspiring. “You kind of know when you’re in the presence of somebody who is really terrific,” says Jobi Petersen, who was in the first class of Chicago Allies. “I owed a lot to her. She’s really fair, she’s calm, she’s smart, and she’s balanced and she’s funny, she doesn’t take any crap. I get a little bit angry when I hear the thing about her being negative. She is the least negative person I’ve ever met. She is a can-do person.” Peterson remembers a time when “one of the allies was despairing about how difficult things were, or the world wasn’t bending their way, and [Michelle] would come back and say, ‘You know what, today you have to get up and do something you don’t love doing. If it’s helping people, it’s worth it.’ She had a way of making you feel you could do anything. Humor, personal style, warmth, she can be strong and tough and not come across as nega-tive. She’s got timing. She can pass you one look and you’d laugh.”

Public Allies has enjoyed the spotlight since the election due to its history with the Obamas in Chicago. Paul Schmitz, the program’s C.E.O., serves on the Technology, Innovation and Government Reform working group for President-Elect Obama’s transition team.

Public Allies is a 10-month service and leadership program that serves in 15 cities across the United States.  Corps members — called “Allies” — serve with nonprofits and universities to “create, improve and expand services that address diverse issues, including youth development, education, public health, economic development and the environment.”

Shays for top Peace Corps post?

picture-21Support emerges for outgoing Rep. Chris Shays (R-CT) to fill Peace Corps director role under the new administration.

Shays served as a Peace Corps Volunteer in Fiji (1968-70) and has been a career-long advocate of citizen service.

The entire Connecticut delegation to Congress is rallying for Shays to get the post, after Rep.-Elect Jim Hines (D) initially spoke out for Shays. From the blog at TheHill.com:

“As I’ve noted many times, Chris Shays is a man of grace and courage who served the Fourth District well for many years,” Himes said. “As a former Peace Corps volunteer and a strong believer in America’s special obligation to work toward peace and freedom, Congressman Shays would do a wonderful job of representing our country to those nations of the world served by the Peace Corps.”

Himes recently defeated Shays in a re-election bid for Shay’s congressional seat.

Recently the National Peace Corps Association — currently waging a campaign for More Peace Corps — sent an open letter to President-Elect Obama asking for a Peace Corps director with direct experience as a Peace Corps staffer or Volunteer. Read more about their recommendations (PDF).

Obama site for MLK Day events

President-Elect Obama’s inaugural team invites organizations to post their MLK Day events to the inauguration website.

This coming year, MLK Day falls on January 19th, the day before the 2009 Inauguration. Known as a “day on not a day off” and a popular day for organizing direct-service events, President-Elect Barack Obama is encouraging people to serve in their communities MLK Day and beyond.

Organizers of projects are invited to post their projects on the event registration page on the inauguration site. If you are an organizer and you’ve already posted your event on MLKDay.gov, you are asked to wait to cross post; the aim is for MLKDay.gov events to be migrated to the Inauguration site.

Community members will be able to search for local projects after the New Year. Here is analysis from the Huffington Post; below is the text of the invitation:

Every time our nation faces crisis, our national experience has shown Americans rise to the challenge. While government has an important role to play in helping rekindle our economy and addressing the problems of a distressed nation, President-elect Obama believes each of us, as Americans, have a responsibility to do what we can for our communities and fellow citizens.  We are one nation….

As a tribute to that legacy and the very real needs of our nation, the President-elect and Vice President-elect will launch a national organizing effort on the eve of their Inauguration to engage Americans in service. This national day of service will fall on Martin Luther King, Jr. Day, January 19, 2009 and, unlike past calls to service, President-elect Obama will ask Americans to do more than just offer a single day of service to their cities, towns and neighborhoods.  He will ask all of us to make an ongoing commitment to our communities. …

The call will go to all Americans to organize service projects and join others at events in their communities. As the Co-chairs of the Presidential Inaugural Committee, we invite you and your organization to join other Americans to organize service projects in your communities. The Presidential Inaugural Committee will offer Americans a new website to help promote your events and for Americans to make their commitments, build communities, find opportunities to serve and share their results. Indicorps – Opportunities for the Indian Diaspora

Indian service program recruits people of Indian family background, from all around picture-15the world, to commit to service in India. Indicorps is now recruiting interns to start January 2009.

Indicorps encourages aspiring young leaders of the Indian Diaspora to engage in intense grassroots development opportunities that explore the promise of leadership and help leverage their skills and talents to address India’s pressing needs.

The organization encompasses several programs, including Volunteer Ahmedabad (VA!), capitalizing on the spirit of volunteerism of Ahmedabad citizens; Ahmedabad Ultimate, promoting the spirit of fair play and competition through Frisbee; and the flagship Indicorps Fellowship Program. The Fellowship emphasizes public service and personal growth, seeking to nurture and inspire a new brand of socially conscious leaders through structured one – and two-year grassroots service opportunities in India.

Interns — who do not have to be of Indian origin — support the “backbone” of the U.S. and Ahmedabad-based Indicorps, strengthening organizational capacity and growing initiatives, and interacting with many people in the NGO sector in India. While not a field-based internship, interns serve a critical role in supporting fellows, encouraging others to serve, and effecting change. The internship offers weekly, structured learning opportunities, an off-site service requirement in a rural community,  and a chance to work across programs.

Interns receive a one-week group orientation (including housing) and assistance in finding housing for the duration of the internship if necessary. The orientation includes an introduction to the city of Ahmedabad and to the NGO sector.

Internship openings right now include:

  • Marketing and brand management: Indicorps seeks a marketing/brand management professional to assist Indicorps strengthen its inspirational messaging in India through Indicorps and related programs.
  • Alumni outreach: Indicorps seeks an individual to help structure an Alumni Association that functions independently, but is closely linked to Indicorps as a host organization.
  • Technology: Indicorps seeks a self-proclaimed technology wizared to help stay on the cutting edge of operating and outreach technology, using its current resources efficiently.
  • Ultimate Frisbee: Ahmedabad Ultimate seeks four coaches to coordinate, publicize, and host month-long summer camps during school summer vacation from April-May 2009. (Internship lasts 5-6 months, through May.)
  • Publications: Indicorps seeks a publications intern interested in helping the organization self-publish an anthology that inspires people through stories of Fellows’s experiences in the field.

Indicorps founder Sonal Shah co-chairs the Technology, Innovation and Government Reform working group for President-Elect Obama’s transition team. Brookings calls for More Peace Corps

Coalition on international volunteering calls for support of the More Peace Corps petition.

The Building Bridges Coalition — a project of the Brookings Initiative on International Volunteering and Service —asks today that all U.S. citizens “who believe that Peace Corps is an important part of our outreach to the world” sign the petition urging President-Elect Barack Obama to double the number of Volunteers serving through Peace Corps, as well as to support Peace Corps in specific ways.

The petition will be presented to Obama in a little over a week. Sign it here.

According to National Peace Corps Association (NPCA) President Kevin Quigley:

More Peace Corps means having the resources to respond to the more than 20 countries  that have requested programs for which Peace Corps has insufficient funds. It also means having the resources to give the many highly qualified Americans who would like to serve overseas the chance to do so.

More Peace Corps does not mean a simple expansion of the numbers of Peace Corps volunteers, although that is part of it.

More Peace Corps may mean revising the Peace Corps model in ways to take better advantage of the significant technological and demographic changes that have occurred in the 46 years since Peace Corps was launched.

More Peace Corps will consider how to make Peace Corps so much more
effective at addressing the problems of poverty. This will probably require
significant innovation and some risk.

The Building Bridges Coalition works to double the number of volunteers serving internationally by 2010 and includes groups such as Idealist.org and the NPCA (the independent group of Returned Peace Corps Volunteers).

One of the Coalition’s policy recommendations is to double the number of Peace Corps Volunteers, something President-Elect Obama also included in his pre-election stance on service. (Their other policy recommendations include the Global Service Fellowship and permanent authorization of Volunteers for Prosperity.)

MusicianCorps: the Musical Peace Corps

AmeriCorps-type program for musicians has received seed funding and plans to launch its first group in the fall of 09.

The Aspen Institute has named MusicianCorps — a developing AmeriCorps-type program that will enable musicians to serve in low-income schools — one of the top ten public policy proposals that would strengthen the United States.

The program is led by Kiff Gallagher, one of the creators of AmeriCorps.

The Institute has more to say on national service initiatives. But this is their rationale for backing MusicianCorps in particular:

Music reaches youth. … Music education develops habits of self-directed learning that drive lifelong success, and it can inspire community cohesiveness and service. Yet, most schools are experiencing significant cutbacks. Particularly effective at reaching disengaged youth, music can be an effective vehicle for a public service corps that meets social and civic goals.

The project has recently received $500K from the William and Flora Hewlett Foundation to pilot a 10-month fellowship program in the Bay Area. Barack Obama called for an artist corps when he was campaigning; apparently MusicianCorps is a model for the notion.

After a summer training institute, Fellows would take up their service in public schools, engaging in these kinds of activities, according to the Music National Service Fact Sheet:

• Teaching Musician: Plan a curriculum and lead a class or small group;
• Music Mentor: provide one-on-one support for gifted and special needs students (IEPs);
• Music Lab Leader: Teach music educational software self-directed learning activities;
• Classroom/Clubhouse Assistant: Assist the lead teacher or afterschool director with classroom
management, transition facilitation, and ensuring a safe environment;
• Resident Artist: Provide performances and performance workshops;
• Music Volunteer or Guest Coordinator: Manage musical guests and volunteers;
• Band, Ensemble or Choir Director: Lead groups in collaboration and performance;
• Community-based, public performances and volunteering for “hidden audiences.”

The program is set to launch its first cohort in August 2009.

Sinking Economy? Need More National Service

Today national service champions Harris Wofford and Stephen Goldsmith outline the need for more national service, as a response to the economic downturn.

Excerpts below…

Food banks’ supplies are set to reach new lows. Yet this year we will see millions of citizens reach out in record numbers to assist those in need — offering food, special care and compassion.

As the government seeks to deal with the economic crisis and relieve the distress felt by millions of families, we should not overlook the great American tradition of service. More than 60 million citizens every year are providing service to their neighbors and their communities.

President-elect Barack Obama has vowed to make service a central cause of his presidency. In his call to service outlining plans for a large expansion of citizen service, he said he would reach out to Republicans, Democrats and independents alike, young and old, and ask all of us for our service and active citizenship. ”We need your service, right now,” he said.

Here are a few examples of what ”We the People” can do right now and in the year ahead:

  • We can help children in danger of dropping out of school by volunteering as tutors and mentors.
  • Skilled professionals (lawyers, accountants, et al.) can go door to door in distressed communities to assist families facing mortgage foreclosure.
  • Volunteers can support displaced families and children by helping them transition from homeless shelters to more permanent housing.
  • Since financial stress and unemployment can lead to substance abuse, psychological despair and homelessness, community assistance centers and shelters will need many new volunteers and basic supplies.

However any such new government resources should be viewed not as a jobs program but as assets and agents necessary to manage and train millions of volunteers. These new forces can be rapidly assigned to existing nonprofits to recruit and organize unpaid, shorter-term volunteers.

Last year 75,000 AmeriCorps members recruited more than 1.7 million local volunteers. One of the best examples of this is AmeriCorps’ relationship with Habitat for Humanity, where members don’t just build homes, but most of all recruit, train and manage the community volunteers on whom Habitat relies. AmeriCorps members serving with Habitat for Humanity helped mobilize 200,000 community volunteers to build 1,700 homes.

Obamas, Public Allies in the Spotlight

Service program receives more, positive, media attention while solving tough social problems for communities and offering professional growth for corps members.

Public Allies has received a lot of tough press among obscure blogs this year, but with established connections to the future President and First-Lady, the outlook in the media has just gotten brighter for the national, Milwaukee-based AmeriCorps program.

Here are just a couple news items involving Public Allies in the past week since the election:

The National Public Radio show Morning Edition mentioned Public Allies this morning in a discussion of Michelle Obama’s executive experience since graduating from law school. She was the founding Executive Director of Public Allies Chicago.

The San Francisco Chronicle published this article about social entrepreneurs’s hopes for the new administration. The New York Post ran an article on Michelle Obama.

Michelle Obama chatted last week with a Newsweek journalist about her experience with Public Allies and the future of national service generally:

[Richard Wolffe:] You want to continue what you did with Public Allies (which trains young people to become leaders of community groups and nonprofits) as First Lady. What’s your thinking on how to go about that?

images[Michelle Obama:] Barack is talking about a deeper investment in national service; that’s been part of his platform. He’s been meeting with some of the leadership of the AmeriCorps national-service movements—the Public Allies, the Teach for Americas, the City Years of the World—and figuring out how do we use that model, expand upon it, and help use that as a more creative way to defray the costs of college for young people and get all Americans really engaged. What AmeriCorps showed me, during the time that I worked on it, is that all these resources of young people, and not-so-young people, as I call them—because AmeriCorps is not just for young adults but people of all ages—you can fill a lot of gaps with the help of community-service hours. The young people in my program worked as program directors. They worked with kids and they worked in parks and they worked with nonprofit organizations that didn’t have the resources to bring people in full time. So this is one of those clear win-wins. You can help kids pay for school, you can get needed man-hours into really critical things like the environment, senior care, Head Start—a whole range of things. And you get the country more focused on giving back.

Earlier this year, Fast Company named Public Allies and its President and CEO Paul Schmitz one of the top 45 Social Entrepreneurs Who Are Changing the World.

What is Public Allies?

Public Allies is a 10-month service and leadership program that serves in 15 cities across the United States.  Corps members — called “Allies” — serve with nonprofits and universities to “create, improve and expand services that address diverse issues, including youth development, education, public health, economic development and the environment.”

The monthly stipend (at $1300-$1800) is higher than many AmeriCorps programs, and Allies are eligible for the $4725 AmeriCorps education award at the end of the term. But the best benefit of the program may be its extraordinary training opportunities. This, from the Public Allies web site:

A rigorous leadership development curriculum delivered by community leaders, practitioners and educators, which includes:

  • Intensive weekly skill training and leadership development seminars
  • Critical feedback, reflection, and personal coaching toward individual performance and professional goals
  • Community building and team projects with a diverse cohort of peers
  • Presentations of learning at the end of the year to demonstrate how one met the learning outcomes of the program

Good news for Public Allies and for national service

Not only Public Allies stands to benefit from the media attention, but national service as a whole does as well, including efforts like Service Nation, the campaign for expanded funding for service.

Besides the media attention, no president has had as much direct experience with the challenges and opportunities of national service as President-Elect Obama, who was a founding board member of Public Allies Chicago. He stepped down from his board post before Michelle Obama joined as staff.

A Socially Networked Administration

Blogging for Mashable.com, Adam Ostrow offers several suggestions for how Obama’s administration can continue to use its well-established social networks during the next four years and beyond.

Most of his ideas include keeping Obama’s base civically engaged—educating them about legislation that needs congressional support, and calling citizens to service:

Obama has often talked about a call to service during his campaign – things like expanding the Peace Corps and offering tax credits in exchange for public service. Why not allow users of MyBarackObama to utilize the platform to organize community service projects? Use Twitter and SMS to alert people to opportunities to give back in their own communities or when national tragedy strikes. Utilize Facebook to get the word out about charitable events. The tools and the users are already in place.

Rather than requiring people to be so proactive about doing good, Obama’s social media reach allows them to be reactive – staying informed of things going on in their communities, organizing people that can help, and then pitching in – all from the comfort of their personal computer.

I feel old saying this, but there was a time not so long ago when presidents wouldn’t even appear on night-time talk shows. What do you think of a President who keeps a blog, whom you can support on Facebook and who can follow you on Twitter?

How else can we capture the energy left in the wake of the election, where Democrats and Republicans mobilized to the mantra of “change”?

RPCVs ask Obama for More Peace Corps

Today the National Peace Corps Association (NPCA) launches a petition to seek Peace Corps expansion under the new Obama administration.

The independent nonprofit group of Returned Peace Corps Volunteers is asking supporters to sign a petition to advocate for the growth and strengthening of Peace Corps.

With the election of Barack Obama as the 44th President of the United States, the National Peace Corps Association and its MorePeaceCorps campaign has launched an on-line petition urging support for a bigger, better and bolder Peace Corps.  The petition is addressed to President-elect Obama, and will be presented to the Obama transition team.  We also plan to use the petition as a way of showing critical state and congressional district support during meetings in the coming months with Capitol Hill lawmakers. Pres. Obama and Government Careers

images-4With record numbers of first-time voters and young people backing Obama’s presidency, perhaps a new generation of government workers will not be so hard to recruit after all.

With Baby Boomers retiring in droves over the next decade, fears have been widespread in public and nonprofit sectors that the United States will face a leadership shortage.

Not enough young people have shown an interest in government careers, and in-roads to government careers are not well known. Government has a reputation of being inefficient, less lucrative than business sector work, and very, very bureaucratic. People cite student loans that are just too high, and the need for better marketing of the compelling opportunities available in the government.

Paul Light on what the president needs to do to strengthen national and public service

Just in time for the Service Nation Summit, Paul Light of the Wagner Graduate School of Public Serivce at NYU, just published this opinion piece in the Chronicle of Philanthropy, on what the next president needs to do in order to strengthen both national service and the public service sector.

On a side note, read the Wagner definition of public service, which I am a big fan of:

“The Wagner School sees public service as work that matters, work of public importance – wherever it happens. What does it mean for work to ‘matter?’ At one level, it means that the work of public service has an impact on others, that it touches issues of public concern, that it is motivated more by mission than by money. Public service work also ‘matters’ at another level: those of us who choose public service want our work to ‘matter’ in our lives. We choose public service careers because we want our work to reflect our values; we want careers that satisfy our need to be of service or to transform some part of the world.”
